Fashionable European packing list?

I'm a teenage girl going on a 20-day cruise to all over Europe and the Mediterranean. I naturally want to look very fashionable. No necessary style genre...just classy, cool, chic, and fashionable.
Problem is, I have an extremely small budget.
I just need to know the clothing must-haves for looking fashionable. Are jeans a must-have when traveling? Should I buy high heels to look chic while traveling?

Going abroad is always kind of hard to pack for....
My friend just got back from Spain, and in Europe, they enjoy looking nice all the time. No baggy jeans or cut off tees or short shorts.

I'd pack a lot of sun-dresses....they look nice, you can stay cool no matter how hot it is, and they are easy to wear. Go to H&M, Urban Outfitters, or any boutique and grab a few.

Most European cities have cobble-stones in the old parts, so heels are a big no-no in some cities like Prague, Florence, Madrid, and certain parts of Greece. Maybe some comfy chic flats in those cities, but London, Milan, and other more modern cities would be more heel-friendly for you.

Wearing sublte jewelry is another European thing. The whole European look is sublty put together but still gorgeous and individualistic, so don't get statement jewelry, nice silver or gold will do.
