Travel To Mexico City Safety

Mexican Cruise Questions! Do I do shore excursions or travel on my own? Is it safe?
I'm going on a 7 night cruise to the Mexican Rivieria. There are 3 port stops, Puerto Villarta, Mazatlan, and Cabo San Lucas. I dont have a lot of money but I want to be able to experience everything each city has to offer, should I do shore excursions or should I get a taxi and figure out what I want to do. I'm just a little worried because of the safety issues going on in Mexico right now, any thoughts?
The touristy parts of Mexico are fairly safe if you stay on the beaten path. I'm generally supportive of avoiding shore excursions, as you can usually arrange your own activities to be lower cost and more fun.
The downside to doing this is you have to do a fair amount of work to inform yourself about the location you'll be visiting. This needs to be done before you get there. Port days go very fast....you'll only be on shore about 8 hours, so you need to know what you're planning to do beforehand. Figuring it out on the ground is limiting and wastes time.
Cruise Critic is the best place to start. There will be dozens of people there who've been there before, often arriving on the same ship. Posters there can tell you what they did, and give recommendations for local tour companies and guides. Of course, you can also do things on your own (car rental, taxi, etc), but that requires even more local knowledge, which is more of a time investment beforehand.
Part of the safety issue depends on you. There is safety in numbers, for sure. If I were a young single female, I wouldn't be wandering around alone in any unfamiliar place. That is a common sense issue, not particular to Mexico. But you are much safer with a travel companion, and very much safer if there are 3-4 of you. Often on cruise forums you can meet up with other single cruisers or couples and arrange joint tours. I think doing this would be quite safe indeed, and it also saves money. A taxi generally costs the same whether you bear the entire cost or split it several ways.
